“The fear realized in these beds is of being collateral damage or worse. We have realized worse: being the primary target of injustice in a country where law enforcement officers can behave with impunity because they have seen that time and time again, as in Kentucky, the legal system allows them to usurp the power to which the public has entrusted them, without consequence.”
